Job Description:

  • Seeking an experienced Defensive Cyberspace Operations (DCO) Project Officer who will provide support to Product Manager Information Warfare Cyber Infrastructure (PdM IWCI) to lead the strategy, roadmap, and execution for our cutting-edge Defensive Cyberspace Operations (DCO) system supporting U.S. Cyber Command. This system is critical to protecting Cyber Mission Forces from advanced cyber threats. The DCO Project Officer will be the voice of the customer, deeply understanding their needs and translating them into innovative product features and enhancements. This role requires a strong technical background in cybersecurity, a passion for building world-class products, and the ability to collaborate effectively with engineering, cybersecurity, change management, test, and operations deployment teams. The DCO Project will be responsible for the entire product lifecycle from conception to launch and iteration.

The  DCO Project Officer shall possess the following capabilities:

  • Develop and maintain a comprehensive product strategy and roadmap for the DCO system, aligned with the command’s overall cybersecurity vision and market opportunities. This includes identifying emerging threats and proactively incorporating mitigations into the product plan.
  • Conduct thorough analysis and stay closely connected to the customer to identify unmet needs and opportunities for product innovation. 
  • Maintain a deep understanding of the threat landscape and evolving attacker tactics, techniques, and procedures (TTPs).
  • Translate customer needs and market requirements into detailed product epics, features, user stories, and acceptance criteria. Prioritize features based on impact, feasibility, and alignment with the product strategy.
  • Own and manage the product backlog, ensuring it is prioritized, refined, and aligned with the overall roadmap.
  • Work closely with engineering, cybersecurity, test, change management and operations deployment teams throughout the product development lifecycle. 
  • Facilitate effective communication and collaboration to ensure successful product delivery.
  • Plan and execute successful product deliveries in coordination with the operations support team to ensure your product is delivered to production on schedule.
  • Monitor key product metrics (e.g., usage, performance, customer satisfaction) and analyze data to identify areas for improvement. Use data to inform product decisions and iterate on existing features.
  • Maintain a strong understanding of defensive cybersecurity technologies, including security information and event management (SIEM), endpoint detection and response (EDR), intrusion detection systems (IDS),  threat intelligence platforms (TIP), and security orchestration, automation, and response (SOAR). Specifically, experience with Splunk as a SOAR and SIEM platform is essential.
  • Ensure the DCO system adheres to relevant security standards and compliance regulations.
  • Experience specifically with DCO systems or related security technologies.
  • Strong understanding of networking protocols, operating systems, and security principles.
  • Strong technical background in cybersecurity.
  • Experience with SIEM and SOAR functions and use cases
  • Demonstrated experience with Splunk, including configuration, use cases for SOAR, and integration with other security tools.
  • Familiarity with cloud security concepts and technologies. Experience with hybrid cloud solutions is preferred.
  • Experience with Agile development methodologies.
  • Proficiency with product management tools.
  • Ability to understand and interpret security data.
  • Excellent written and verbal communication skills, with the ability to effectively communicate technical concepts to both technical and non-technical audiences.
  • Strong analytical and problem-solving skills, with the ability to use data to drive product decisions.
  • Ability to work on multi-functional teams in a fast-paced development environment.

Qualifications: 

  • Bachelor’s degree in Computer Science, Cybersecurity, Engineering, or a related field. 
  • Four (4) additional years of direct relevant technical experience may be substituted for degree. 
  • 5+ years of experience in product management, with a focus on cybersecurity products.
  • 25% travel required to Army and contractor locations within CONUS

Certifications:

  • CISSP, CISM, Security+, CEH, or similar

CDS Program Lead

Job Description:

  • Seeking an experienced CDS Program Lead to serve as the technical and programmatic lead for the development and integration of CDS capabilities supporting Product Lead Strategic Spectrum Warfare (PL SSW). This individual will manage all aspects of CDS implementation across multiple security enclaves (e.g., NIPR, SIPR, JWICS, Coalition). This role involves driving market research, coordinating stakeholder efforts, and ensuring integration, testing, and compliance of CDS systems to support operational EW and cyber mission objectives.

The  CDS Program Lead shall possess the following capabilities:

  • Lead CDS planning and execution efforts in support of system architectures and operational requirements.
  • Serve as the central point of contact for all cross-domain efforts within PL SSW, coordinating across PM EW&C and external partners.
  • Manage relationships with key CDS stakeholders.
  • Coordinate integration with Army and Joint cybersecurity, data transport, and coalition data-sharing environments.
  • Conduct market research and technical assessments of existing and emerging CDS technologies for potential application.
  • Lead system architecture and design activities, ensuring security policy enforcement across classification boundaries.
  • Ensure adherence to Raise-the-Bar (RTB), DISA CDS Baseline Requirements, and DoD RMF standards.
  • Oversee test planning, integration, and validation of CDS components in both lab and operational environments.
  • Ensure development of RMF and accreditation documentation to support Authorization to Operate (ATO).
  • Manage interface with appropriate test organizations and approval authorities for CDS certification.
  • Support creation of Statements of Work (SOWs), technical requirements, and acquisition documentation for CDS-related efforts.
  • Monitor contractor and vendor performance, ensuring schedule, cost, and technical performance targets are met.
  • Provide input to acquisition milestones and program reviews for CDS integration within PL SSW product.
  • Lead or matrix-manage technical teams of government and contractor personnel focused on CDS development.
  • Mentor junior engineers and acquisition professionals supporting CDS-related efforts within PL SSW.
  • Deep understanding of DoD CDS policies,  RTB guidance, and DISA CDS Baseline Requirements.
  • Familiarity with tactical and strategic CDS technologies.
  • Demonstrated experience in a technical and/or programmatic lead position providing support in the areas of market research, stakeholder engagement, technical management, and contract oversight.
  • Strong communication and collaboration skills for interfacing with senior government leaders and technical cross-functional teams including engineers, cybersecurity experts, acquisition staff, and operational users.
  • Ability to work in a fast-paced, mission-critical acquisition and engineering environment supporting strategic EW and Cyber capabilities.

Qualifications: 

  • Bachelor’s degree in Computer Science, Cybersecurity, Systems Engineering, or a related field
  • Minimum of ten (10) years of experience supporting DoD IT systems, cyber capabilities, or EW/Signal Intelligence systems.
  • 3+ years of experience with cross domain solution architecture, policy, and implementation.
  • Must be able to support up to 10% travel to CONUS locations for stakeholder engagements, test events, and program reviews.

Job Description:

  • Seeking an experienced DevOps Engineer who will provide support to Product Manager Information Warfare Cyber Infrastructure (PdM IWCI) in the areas of automation design, coding, and deployment of infrastructure within a cloud environment.  

The  DevOps Engineer shall possess the following capabilities:

  • Develops Continuous Integration / Continuous Development (CI/CD) pipelines, instrumenting code to report relevant metrics, and building safe and efficient build processes.
  • Creating and maintaining automated microservice deployments to a GovCloud/IL–5 environment using Infrastructure as Code (IaC) frameworks.
  • Support the DevOps pipeline to automate deployments to production.
  • Participates in planning, coordinating, scheduling, and directing technical support activities applicable to the migration of DevSecOps pipelines and microservices.  
  • Works closely with developers, testers, and system administrators to ensure the entire software development life cycle is smooth, efficient, and error-free.  
  • Participates in government oversight of contractor software development activities, to include as a supporting team member in agile development paradigm activities (e.g., scrums, sprint reviews).  
  • Experience in implementing Agile and DevSecOps methodologies with a passion for agile principles and best practices. 
  • Strong experience with Infrastructure as Code (IaC) frameworks, such as Ansible, Terraform and Puppet.
  • Experience coding and scripting with common languages, such as Python, Linux Shell, and Java.
  • Proven experience with CI/CD tools, such as Git and Jenkins.
  • Experience with microservices and Docker containerization.
  • Experience with security testing tools and techniques.
  • Demonstrates strong sense of ownership and operates in a collaborative manner. 
  • Excellent interpersonal skills, proven verbal and written communications, and the ability to work on multi-functional teams in a fast-paced development environment.

Qualifications: 

  • Bachelors degree in Engineering or Computer Science, Four (4) additional years of direct relevant technical experience may be substituted for degree. 
  • Minimum of 5 (five) years of direct experience with software development and related experience.

  • Seeking an experienced Senior Software Engineer to provide full software lifecycle management across Product Lead Electronic Attack (PL EA).
  • Provides design architectures and creates and validates development, implementation, and documentation accomplishment for systems engineering, integration, and readiness processes and procedures for PL EA system. 
  • Participate in the coordination of the systems engineering integrated product team and other technical forums at the PEO and subordinate agency level. 
  • Maintain the evolving AMCS architecture. 
  • Coordinate with program, project and product management offices to assess the efficacy of the engineering and integration processes. 
  • Apply expert technical knowledge in software architecture and capabilities in support of  transformation of the Army initiatives and the fielding of digitized information infrastructures to the active and reserve components, including: analysis of user requirements, preparation of plans and associated documentation, conducting test and demonstration events, multi-organization coordination, performing risk assessments, and executing similar activities relevant to systems engineering and integration.

The  Senior Software Engineer shall possess the following capabilities:

  • Able to oversee vendor development efforts to determine resource allocation, assess progress, and manage risk.
  • Experience with agile software development including Program Trouble Reports (PTR), Jira, Confluence, Configuration Management, defects, velocity, backlog management, metrics and reporting.
  • Ability to oversee the technical aspects of software development, testing, and integration into system development by a defense contractor.
  • Knowledge of software troubleshooting, revision, and configuration management.
  • Knowledge of DOD Risk Management Framework and accreditation.
  • Experience with software engineering on an EW, SIGINT or Offensive Cyberspace type of system.
  • Knowledge of JICD4.2, messaging protocols, system interfaces, interface control standards and documentation.
  • Knowledgeable with VICTORY, JICD 4.2, SOSA, MORA, CMOSS, RedHawk, TOA, TNG, Linux, Java, Python.
  • Experience with User Interfaces and “Customer Experience” optimization
  • Experience with Developmental and Operational testing
  • Understanding of Processing, Exploitation and Dissemination (PED) processes and workflows
  • Experience with Cross-Domain Solutions

  • Present test strategies, plans, and results to internal and external customers through formal and informal reports and briefings.

  • Knowledge and experience in communications systems, software languages/software testing, networks, network security, power systems, antennas, RF, and/or mechanical design and analysis. 
  • Experience with requirements analysis and verification.
  • Experiencing in developing test strategies, plans, reports, etc. 
  • Experience with software testing methodologies and tools.
  • Excellent organizational, problem solving, and strategic thinking skills.
  • Strong communication and presentation skills, with ability to present complex technical information to non-technical stakeholders.
  • Work collaboratively with government personnel, contractors, and other stakeholders to achieve project goals.

The Lead Software Engineer shall possess the following capabilities:

Requirements:

MUST HAVE

  • Ability to work on and lead multi-functional/multi-disciplinary teams.
  • Familiar with DoD 5000 acquisition lifecycle processes.
  • Experience leading a “large team” (e.g. oversaw at least two agile teams).
  • Experience with Agile methodologies (Scrum, Kanban, Scaled Agile Framework)
  • Experience with DevOps tools (e.g., Jira, Confluence, Git).
  • Experience with continuous integration and continuous delivery.
  • Experience with Unix-based (e.g. RedHat, Ubuntu, etc.) and Windows Operating Systems.
  • Familiarity with Application Programming Interfaces.
  • Experience with Ansible Playbooks.
  • Experience with Python and/or Java development.
  • Excellent communications skills including the ability to generate and deliver high-level technical briefings on complex topics to senior leaders.

Qualifications:

  • Master’s Degree in an Engineering or Information Technology discipline.
  • Four (4) additional years and bachelor’s degree in lieu of a master’s degree or 8 additional years if no degree.
  • 10 years of direct experience with software development.
  • 3 years of experience managing software development teams.
  • 3 years in cyber or C4ISR systems.
